How to Implement
C-PACE in Your Municipality
Joining the C-PACE program is a straightforward 3-step process. Follow the steps below to get your municipality approved and listed as a participating member.
Step 1
Adopt the C-PACE Opt-In Ordinance
The municipal council must first adopt the C-PACE Opt-in Ordinance. The content of the Ordinance should not be changed beyond inserting information into the fillable sections of the document.
Step 2
Execute the Program Agreement
The municipality completes and executes the Program Agreement, including a Schedule I form indicating the Municipal Annual Fee that will be charged by the Municipality to the Property Owner — based on administrative expenses for billing, collection, and remittance services. In the Schedule I form, the Municipality also confirms if the Municipality OR the Qualified Capital Provider will hold responsibility for recording executed C-PACE documents with the County recording office.

Step 3
Submit Your Application
The municipality completes a short application form. The NJEDA reviews submitted documentation and, if complete, approves the municipality for participation. The C-PACE website and project application form are updated to reflect the new Participating Municipality.
Step 4
Execute Project-Level Agreements
Once a project application is underway, the municipality executes three agreements to successfully approve the project for closing:
- Assessment Agreement — with the Property Owner
- Assignment Agreement — with the Capital Provider
- Notice of Assessment — with the Property Owner
Step 5
Collect & Remit the Assessment
After a project’s C-PACE financing has been approved and closed, the municipality collects the C-PACE assessment from the Property Owner and remits the payment to the Capital Provider.
